Chapter III

The solution came from the Ministry of Transportation that regulates the existence of transportation facilities, both conventional and online transportation. But based on the regulations of the Ministry of Transportation, Bali are not suitable to be compared to other regions. Because Bali as a world tourist destination must have quality support for transportation facilities that prioritize service which has been carried out by local or conventional drivers from generation to generation.
Recently, the elected Governor, I Wayan Koster gave a solution, one of them is must requiring all online transportation drivers to have a Balinese identity card. Where this will provide a guarantee of good quality to tourists, because previously a lot of news circulated that online transportation drivers who bring tourists only use makeshift clothing such as T-shirts, shorts which does not reflect Balinese culture that is polite and cultured.
And also, online transportation drivers must comply with applicable regulations to use DK a Balinese local vehicle registration plate that registered in Bali region, where in this case in order to anticipate a surge in illegal online transportation drivers coming from outside of the Bali island. Another solution came from PERUSDA BALI or The Agent of Development Bali.
The Agent of Development Bali provide some solution to online transportation, where one of the solutions is all of online transportation is not allowed to operate in Bali region which has many of tourism destination that apply contribution taxes to the traditional villages areas. Secondly, online four-wheeled vehicles are not permitted to operate, but the two wheels can still operate over Bali island.
And after that, the four-wheeled online vehicles are still not allowed, while the two-wheeled vehicles are able to. The Agent of Development Bali were offering an online application called e-transportation which is a solution for the conventional drivers, so that people can keep up with the technology. Where this application the system is similar to online transportation applications in general, so it will still make it easier for consumers who are familiar with the application, including in terms of ease and affordability.
Then this was immediately rejected by the conventional driver because this would not solve the problem. Where the price offered by online application is also very low, for example from Denpasar to Tanah Lot the online application only offered 150.000 Indonesian Rupiah. While, conventional transportation has a minimum tariff of 350.000 Indonesia Rupiah. Conventional drivers only want the online application to be removed and everything returns to normal.

Chapter II

Most Balinese earn from the tourism sector, although not all Balinese earn income from tourism industry. Because Bali is one of the world's best destinations, this is the reason that many of Balinese work in tourism sector. But recently, in 2016, the tourism industry especially in the sector of transportation had a new competitor. Which makes it easy for consumers to get transportation just by looking at the screen, this will be a tough competition for conventional transportation. This thing causes a polemic among conventional transportation drivers against online transportation drivers.
Now the existence of transportation based on online is still a polemic in Indonesia, rejection occurs in various elements of society especially in Bali as one of the world tourism destinations. Where the local people feel interrupted by online transportation, because of many aspects, one of them is inappropriate tariff issue. Protests from conventional drivers still occur until now, even though the government has tried to disseminate information to a number of regions ahead of the enactment of the revision of the Minister of Transportation No.32 of 2016 concerning people's transportation with public vehicles not in route.
With the socialization, the government immediately stipulates on April 1, 2017, to be obliged to comply with these regulations. And at that time, all parties could carry out these rules well without causing conflicts that could disrupt security and order. But the reality in the field of applying these rules also still creates friction between conventional taxi drivers with online drivers.
After the government sets a deadline to arrange permits in accordance with the regulations, but the online transportation company and drivers seems disobedient and does not seem to taking the rules seriously. As a result, beside from being rejected by most local conventional drivers in Indonesia, including local conventional drivers in Bali, Now, online transportation is prohibited from operating on Bali island.
In progress of innovation in the field of internet technology and information, not all things can be freely done, but still refer to laws and regulations that apply in Indonesia, including in Bali. Where this is very detrimental to other parties who have legal permits and are recognized by the government. Illegal transportation will obviously be detrimental to the existence of conventional transportation which has been pocketing permits.
Other than that, this also makes tourism in Bali unsafe due to illegal transportation that still operates without the permission of the government. Then, economically, illegal transportation is clearly detrimental to Bali because they do not pay taxes, but can operate at will. If in the future there is an accident occur involving tourists who use online transportation, then the government will be blamed with the reason letting the illegal transportation operates. Therefore, in order to avoid things that do not want to happen, the conventional drivers itself decided to recommend to the governor to take an action against online transportation that violate these rules.
If in the future there is more illegal transportation and cause inconveniences, until a big problem occurs, Bali becomes unsafe, even tourists will no longer come to Bali Island, where this issue cannot be allowed to happen. With less tourists to come to Bali in the tourism sector, those who suffered losses were the Balinese themselves. Even though it was caused by an illegal company that caused chaos, such as illegal transportation. Therefore, conventional drivers urge companies that do not have permission to arrange their permits according to the rules in Indonesia.
A massive demonstration occurred by the most of Balinese or local conventional drivers, who demanded the governor to close illegal transportation in Bali. Because the online transportation company did not pay attention to the problems that occurred at this time. The government itself has not got any solution for this problem.
